Halsey is situated on the line of the 0. & C. R. R., seventeen miles south of Albany and ninety-eight miles south of Portland. This town was laid out in 1871 by Seth W. and Ebenezer Hayes, and was named in honor of W. L. Halsey, Vice President of the O. & C. R. R., and was incorporated in 1876. It is situated in the prairie several miles from timber, and is surrounded by rich fields from which are raised thousands of bushels of wheat. It is a total abstinence town, it being unlawful to sell liquor within the corporate limits in less quantities than a quart. Since the city was incorporated there has not been one-half dozen arrests and convictions for violation of city ordinances. Taxes have been levied but twice, there being a two and a half mill tax levied in 1877 and 1879; the taxable property is assessed at about $160,000. In 1879 a number of the business men combined together and built the Halsey Water Works. A large tank was raised to a suitable height and supplied with water pumped into the tank by an improved wind-mill. New buildings are being erected, and the city is in every way in a prosperous condition.
